📢 Grievance Redressal Mechanisms in Local Self Government Institutions

Various grievance redressal mechanisms are available for the public to address issues related to Local Self Government Institutions, including service delays, corruption, maladministration and other grievances.

⚖️ Major Grievance Redressal Mechanisms

⚖️ 1. Ombudsman for LSGIs

OMBUDSMAN FOR LSGIs

A high-level quasi-judicial institution where complaints can be filed against elected representatives and officials of Local Self Government Institutions regarding corruption, maladministration, abuse of power and dereliction of duty. The Ombudsman is headed by a person having the status of a High Court Judge.

🏛️ 2. LSGI Tribunal

LSGI TRIBUNAL

A statutory appellate body for challenging decisions and orders issued by the Panchayat Committee or Secretary, including denial of licenses and cancellation of building permits. The Tribunal is headquartered in Thiruvananthapuram.

💻 3. Chief Minister's Grievance Portal

CMO PORTAL

Citizens can directly bring delays in Panchayat services and other grievances to the attention of the Chief Minister through the online grievance portal. Complaints submitted through the portal are processed within a stipulated time frame.

📱 4. K-SMART Citizen Portal

K-SMART CITIZEN PORTAL

K-SMART is the integrated online service platform of the Local Self Government Department. Citizens can submit service-related complaints online and track their status without visiting the Panchayat office.

🔍 5. Vigilance & Anti-Corruption Bureau

VACB (Vigilance & Anti-Corruption Bureau)

Complaints regarding bribery, financial irregularities, misuse of government funds and corruption can be directly reported to the Vigilance & Anti-Corruption Bureau.


 

📌 Hierarchy for Filing Complaints

📌 First Level – Panchayat Level

Panchayat Secretary / President / Grievance Redressal Committee

Local disputes, delays in applications and service-related complaints should first be raised at the Panchayat level.

📌 Second Level – District Level

Joint Director / Deputy Director (LSGD)

If the complaint is not resolved at the Panchayat level, it may be escalated to the District-level authorities.

📌 Third Level – Legal Remedies

Ombudsman / Tribunal

In cases involving corruption, abuse of power, violation of law or denial of legitimate services, citizens may approach these legal institutions.

ℹ️ Note: It is advisable to first seek resolution at the Panchayat level and escalate the matter to higher authorities only when necessary.

⚖️ Ombudsman for LSGIs

Complaints regarding corruption, maladministration, abuse of power and dereliction of duty by elected representatives or officials of Local Self Government Institutions may be submitted in writing to the Ombudsman.

🏛️ LSGI Tribunal

Appeals may be filed against orders issued by the Panchayat Secretary or Panchayat Committee, including denial of licenses, building permits and other administrative decisions.
